William was born and raised in New York and came to Japan in 1991. He worked as a business communication trainer until he founded Burgos Associates, Ltd. In 2003. Looking for ways to develop distance learning programs for his clients, his company formed a division, Manabu3, and became associated with Moodle, Pty, Ltd. as a Moodle Partner for the region of Japan offering official Moodle related services.
